V.C. WON: HMS Lion at the Battle of Jutland
CITATION: Whilst mortally wounded and almost the only survivor after the explosion of an enemy shell in "Q" gunhouse, with great presence of mind and devotion to duty ordered the magazine to be flooded, thereby saving the ship. He died shortly afterwards.
V.C. PRESENTED: 29 NOV 1916 - To his widow by King George V, Buckingham Palace

Further Information
 
The Harvey family are shown as living at Courtney Lodge, near the Circle on Clarendon Road, Southsea in 1881. Ten years later in 1891 their address was given as 8 Queens Terrace. Francis Harvey joined Portsmouth Grammar School in 1884 and left in 1892.
