Thomas Ellis Owen (1805-1862) was twice mayor of Portsmouth
an architect, town planner and engineer who designed terraces
and villas, public buildings, cemeteries and model lodging houses.
This sculpture celebrates four of his buildings
that still stand in Southsea today.
